MANAGER CYBER SECURITY London Hydro is seeking an experienced, innovative, and strategic Cyber Security Manager to fill a vacancy within its Information Technology team. Reporting to the Vice President, Information Technology & Chief Information Officer, this is a unique opportunity to lead and evolve the organization's cybersecurity program, safeguarding critical IT and OT environments, customer data, and essential infrastructure. WHAT YOU WILL DO Team Leadership: Supervise and provide technical and administrative direction to the cybersecurity department, fostering a culture of accountability, collaboration, and continuous improvement. Governance & Risk Management: Develop, implement, and maintain the organization’s cybersecurity governance framework, policies, standards, and procedures in alignment with recognized frameworks (e.g., NIST CSF, ISO 27001, and Ontario Cybersecurity Framework) and any other regulatory requirements. Participate in the development and implementation of a multi‑year cybersecurity strategy aligned with corporate objectives and regulatory requirements and London Hydro’s technology roadmap and overall Information Systems strategy. Lead the enterprise cyber risk program to identify, assess, prioritize and track remediation of security risks and control gaps across IT and OT systems. Collaborate with the Enterprise Risk Management team to ensure the integration of the cybersecurity program with the organization’s overall risk management framework. Ensure that cybersecurity controls are in place and actively monitored. Cybersecurity Program Management: Manage the cybersecurity compliance program, including regulatory obligations (e.g. OEB, IESO) and coordination of internal/external audits and assessments. Supervise third-party and vendor cyber risk management, including review and recommendation of security requirements in contracts and procurement processes. Plan, recommend acquisition of, and execute periodic technical scans and vulnerability/risk assessments, including penetration and social engineering. Lead continuous threat monitoring, detection, and response capabilities, including SIEM, SOAR, and endpoint protection platforms. Manage identity and access management (IAM) governance, including privileged access controls and lifecycle management. Represent London Hydro in industry cybersecurity working groups. Project Management: Supervise and assigns/reviews the work of other cybersecurity technical and project resources. Responsible for the recommendation, design, engineering, monitoring and presentation of cybersecurity solutions. Maintain vendor relationships and assists in determining appropriate technology projects. Develops Request for Proposal. Participates in the preparation of business cases and cost-benefit analyses for cybersecurity projects and maintains project documentation. Ensure secure design principles are embedded in all technology projects (security by design). Incident Response & Investigations: Assist with detailed investigations of Information Security breaches and /or inappropriate use of IT resources, and participates in court or arbitration hearings as required. Serve as the primary escalation point for cybersecurity incidents and coordinate communication with Executive Leadership. Lead cybersecurity awareness and training programs to build a strong security culture across the organization. Coordinate incident response planning, tabletop exercises and post-incident reviews. Reporting and Budget: Establish and report on security metrics and KPIs trough the CIO, and established executive and Board governance channels. Maintain the organizational cybersecurity roadmap and manage cybersecurity capital and operating budgets in partnership with the CIO. Safety: Ensure personal and direct reports’ adherence to all Occupational Health & Safety Act rules and regulations, IHSA safety rules, London Hydro Safe Work Practices, Environmental Policies and Health and Safety policies. Ensure all incidents, injuries, and hazards are reported and reviewed and that corrective actions are taken. Complete workplace audits, action items and follow-ups. Perform other duties related to the above job purpose. Successful completion of a Bachelor a0s degree from a recognized university in Computer, Information Security, Engineering or a related field. Minimum seven (7) years of progressive experience in the field of IT with a demonstrated focus on cybersecurity. Certified in at least one of the following certifications: Certified Information Systems Security Professional (CISSP), Certified Information Security Manager (CISM), Certified Information Systems Auditor (CISA). At least 2 years of supervisory experience. Strong technical understanding and practical experience across cybersecurity architecture and operations, including IT, OT, network, cloud and application security, identity and access management, vulnerability management, threat detection and incident response. Possess a referenceable track record of successfully managing and executing initiatives related to business process reengineering and optimization, strategy, business case, technology roadmap development, etc. Proven leadership and team management skills Excellent written and oral communication skills, including experience presenting to executive teams and external audiences. Experience working with regulatory and audit agencies would be an asset. Position necessitates a high degree of tact, diplomacy, discretion, confidentiality and integrity.
